Partner's Full Biography
Maureen Moriarty-Lempke, PhD has 20 years of experience in international
development, and specializes in land tenure and property rights issues in
conflict-affected areas, including Afghanistan, Colombia, Haiti, Liberia,
Sri Lanka, Tanzania, and Russia and Ukraine.
For the US Agency for International Development (USAID),
she has co-developed a series of tools to help practitioners
better assess the land tenure and property rights challenges in
a given context, develop appropriate interventions and programs,
and evaluate the impact of land tenure and property rights initiatives.
Maureen has served as a visiting lecturer at Duke University's Program
in International Development Policy, and teaches courses related to land,
conflict and conflict mitigation, and the connection between land tenure,
property rights and issues including food security, climate change, natural
resource management and urban informal development. She is particularly
interested in the effects of land reforms on women and marginalized groups,
as well as the relationship between HIV and AIDS and land tenure.
She has worked
with the World Bank, the United Nations, and bilateral donors including the
Swiss Agency for Development and Cooperation and USAID, as well as smaller
organizations. She is currently working toward a European Certificate in Urban
Security from the University of Toulouse, France and the European Forum for
Urban Security.
